To purchase easily detonatable dangerous chemicals, one must hold a "Dangerous Chemicals Safety Production License" issued by the safety production supervision and management department of the State Administration for Work Safety, or a "Civil Explosives Production License" issued by Ministry of Industry and Information Technology, or a "Dangerous Chemicals Business License" or "Dangerous Chemicals Safe Use Permit" issued by the safety production supervision and management department of district-level city people's government, or provide legal proof of intended use from their own unit.
